Audit of BART finances and employment practices requested by Assemblymember Quirk & Bay Area Legislators

SACRAMENTO – This afternoon, the Joint Legislative Audit Committee (JLAC) voted to approve the request by Assemblymember Bill Quirk (D-Hayward) for a state audit of the finances and employment practices of the San Francisco Bay Area Rapid Transit District (BART) over the last several years. The request garnered bipartisan and bicameral support.

“This call for an audit is about accountability and transparency. The state has an obligation to make certain taxpayers know where their money is going,” said Quirk. “Unfortunately, recent events have made it clear that there are disagreements on several critical issues including employee salaries by classification,  expenditures versus revenues to determine a structural deficit or surplus, projected costs of future capital improvements, and ongoing worker’s compensation practices regarding the use of temporary employees, just to name a few.”

Assemblymember Quirk initiated this audit request on July 2nd, prior to the Assembly breaking for summer recess, after conflicting financial information was reported. He hopes to restore the confidence and trust of BART riders and the public through the independent review of the last four years through June 30, 2013, as well as BART’s projected revenues and expenditures.

State Auditor, Elaine Howe, anticipates that the audit will entail 2,800 hours and will take approximately seven months. The Joint Legislative Audit Committee is chaired by Assemblymember Adam Gray and is made up of 7 Assemblymembers and 7 State Senators respectively. 

Joining Assemblymember Quirk in this request were Assemblymembers Skinner, Bonta, Ammiano, and Ting and Senators Corbett, Hancock, DeSaulnier, and Leno.

Elected in 2012, Bill Quirk brings his PhD in astrophysics and career as an educator and scientist to the State Assembly.  He is a member of the powerful Assembly Rules Committee and has been appointed to the Committees on Agriculture, Appropriations, Public Safety, and Utilities & Commerce.
